Final Cancellation of IMMEX Programs Due to Regulatory Non-Compliance

On September 30, 2025, the notice confirming the final cancellation of one hundred seventy (170) Manufacturing, Maquiladora, and Export Services Industry (IMMEX) Programs was published in the Official Gazette of the Federation (DOF). This cancellation became effective as of September 1, 2025.
Reasons for Cancellation
The cancellation is based on non-compliance with the obligations established in the IMMEX Decree, specifically:
Failure to submit the annual sales and export report for fiscal year 2024, as stipulated in Article 25 of the Decree, the deadline for which is the last business day of May.
Failure to comply with the requirements set forth in Article 11, Section III of the same Decree.
Correction Process and Deadline
Previously, on June 30, 2025, the suspension of these programs had been notified to the DOF, granting the holders a deadline to correct the omissions. Pursuant to the second paragraph of Article 25 of the Decree, the suspended companies had until the last business day of August 2025 to regularize their situation.
Since they failed to resolve the irregularities within the peremptory deadline, the 170 programs were permanently canceled.
